Depressed cat need help?

My cat always comes to my foot and flips over so I can pet her,so I scratch her neck but then she gets up and walks away because she doesn't like it.Where is a good place i can pet my female cat?I feel so guilty she gos to my mom and sister to but she doesn't like the way any of us do it.Please help.
