Question about the bowling action of cricketer waqar younis.?

It is not that younis always bowls with the slingy action.In the first 15 overs of the match(in his first spell)he bowls normally.But when the ball starts swinging(in his second spell-about 35th over of the innings ),he will start bowling with the slingy action.
