You should ask him what his intentions are. Make it clear that if he wants to hang out, then he better show up when he says he will. It's not right to make you wait like that. Maybe talk to him about your feelings for him. He may not think you like him, maybe he's shy. I think you at least owe that to him and yourself. To know where you guys stand. If you both like each other, try again to make plans and hope he shows up on time. If he doesn't, then maybe you should concider trying to look for someone else.
