Two racial questions?

To a large extent, yes, I believe so. Some do and don't realize they are doing so, some people are so hell bent on proving they are not racists that they go overboard and do more harm for those really poor minorities. Doing things to support minorities and giving empty promises and the lure of "free" whatever does more to hold back minorities than it does to help.
